It is to be hoped that in preparing for their review, the members of the task force familiarise themselves with the international standard for governance of IT, ISO 38500, and use its principles to ensure that they take a balanced approach to the problem. The standard guides those responsible for the major decisions about how IT is used, addressing both the business use of the technology as well as the specific technology issues. My recently published book, Waltzing with the Elephant (ISBN: 978-0-9806830-0-4), is framed around ISO 38500 and explains the broad intent and application of the standard. It contains extensive discussion of the organisation and human behaviour issues that contribute to so-called "IT failures" and may provide some insight to the reasons why the defence payroll system has been so problematic.
